The only program I know thats free is GIMP (or gimp 2), but you can also submit photos of drawings that you made (I think). You could always ask in the art forum too but make sure you search for the same question in the BBS search thingy (like search: art program, drawing program etc.), if there is a big thread with a very clear answer you MIGHT get banned (I don´t think they would ban you if it is on the like 99th page out of 150 pages in search results, ask yourself what is tolerable to have to search through, also you would just get banned on the forums so meh).
I suggest you ask in the art forum first though.
